The Oneida County Health Department, Environmental Health Division issues septic permits in Oneida County. The office is in Utica.
Permit review timing: 3–5 weeks for conventional residential. Engineered systems take longer.
Required submittals:
Backwell handles permit submission and coordinates inspector visits.
Septic System Installation — residential, commercial, and semiconductor-supplier related installations.
Septic Repair — including extensive cesspool-to-septic conversion work in older Utica and Rome neighborhoods where cesspools are still common.
Leach Field Installation — conventional, pressure distribution, mound systems for high-water-table sites near Oneida Lake.
Many older homes in Utica, Rome, Yorkville, Whitesboro, and surrounding villages have legacy cesspools that need conversion to code-compliant septic. Backwell handles cesspool abandonment and septic installation as a single project.
Northern Oneida County (Boonville, Remsen, Forestport) has some of the coldest winter conditions in our service area. Frost depths reach 4–5 ft, making winter septic work technically demanding. We sequence projects accordingly.
Oneida County has growing commercial septic demand from the Marcy semiconductor corridor, restaurant industry around Sylvan Beach and Verona (Turning Stone area), and industrial growth. Backwell handles commercial flows, grease trap requirements, and high-flow designs.
All work in-house — excavation, septic, plumbing, concrete, electrical for pressure systems.
Our Syracuse equipment yard is 50–80 minutes from any Oneida County site. Boonville and Forestport are at the outer edge of our regular service area but still in scope.
Cesspools are no longer code-compliant for new installation in NY. Existing cesspools must be replaced when the property sells or the system fails. Backwell handles cesspool abandonment per NYS DOH requirements and installs a code-compliant septic system. Typical cost $9,000–$18,000 depending on lot size, soil, and accessibility.
$9,000–$18,000 for conventional residential. Pressure distribution $15,000–$25,000. Mound systems $20,000–$35,000. Cost depends on soil, system type, and site access.
Yes — Boonville is at the outer edge of our regular service area but still served. Same with Forestport, Remsen, and the surrounding North County. Cold-climate frost considerations matter for winter installs.
Sylvan Beach and the eastern Oneida Lake shoreline have high water tables and lake setback requirements. Many sites require mound or pressure systems. We've installed many.
Yes. Restaurant septic has specific design considerations (grease trap, high BOD/TSS flows, peak occupancy considerations). We've installed restaurant systems across CNY.
The Mohawk River and tributaries are subject to NYSDEC freshwater wetland and SPDES requirements. Setbacks and design requirements apply for properties near the river. We coordinate with NYSDEC and county DOH on these projects.
Rock excavation is part of our standard scope. We use mechanical breakers and high-capacity excavators (no blasting required). Rock excavation runs at $125/CY unit rate beyond our standard allowance.
3–5 weeks typical. Engineered systems take longer.
Yes. Vacation rental flows are often higher than typical residential because of intermittent peak occupancy. We size systems appropriately.
Yes. Cabin systems often have seasonal use, smaller flows, and freeze protection considerations. We've installed many cabin systems across the North Country and northern Oneida.
