We contract complete civil packages: clearing, mass grading, access roads, trenching and underground utilities, erosion control and SWPPP, fencing, and substation civil. Backwell superintendents, project managers, and lead operators run every site. We mobilize company-owned equipment for core scope and scale each project with leased iron, qualified regional subcontractors, and agency-placed field staff, all under Backwell supervision and a single contract.

The Civil Package We Contract

We price the package as one scope under one contract. Owners and EPCs get a single point of responsibility for the civil critical path instead of managing separate clearing, earthwork, and utility subcontracts.

Delivery Model

Backwell superintendents, project managers, and lead operators run every site. We mobilize company-owned equipment for core scope and scale each project with leased iron, qualified regional subcontractors, and agency-placed field staff, all under Backwell supervision and a single contract.

IRA Prevailing Wage and Apprenticeship Readiness

Projects claiming the full Investment Tax Credit or Production Tax Credit under the Inflation Reduction Act must meet prevailing wage and apprenticeship (PWA) requirements. Backwell is set up for that compliance regime:

Civil Scope and the Begin-Construction Safe Harbor

Under IRS begin-construction guidance, one way an owner establishes the construction start date for tax credit purposes is by performing physical work of a significant nature on the project site. Civil scope is usually the first work that qualifies. Onsite roads that are integral to the facility, meaning roads used to operate and maintain the project, count as physical work; roads used only for employee or visitor access do not.

That makes the civil contractor part of the tax strategy. Starting access road construction, foundation excavation, or collection trenching in a given tax year can preserve credit eligibility for the project. Backwell documents work performed with dated daily reports, photos, and quantity records so the owner has a clean evidentiary file. Owners should confirm their begin-construction strategy with tax counsel; our job is to put real work in the ground on the date the strategy requires.

What size projects do you take?

Community solar sites up through multi-hundred-MW utility projects. The delivery model scales by adding leased production equipment, subcontracted scopes, and agency-placed field staff under Backwell supervision, so crew count is sized to the schedule rather than capped by a fixed roster.

Do you take partial scopes?

Yes. The complete civil package is the core offer, but we also price standalone scopes such as access roads, collection trenching, or substation civil where an EPC has already let other portions.

Who supervises the work?

Backwell superintendents and project managers, on site, every day. Subcontractors and agency-placed staff work under Backwell field leadership, and the EPC holds one contract with one responsible party.

Are you set up for prevailing wage projects?

Yes. We run Davis-Bacon certified payroll on public work in New York today and support IRA prevailing wage and apprenticeship compliance, including labor-hour tracking and apprenticeship program coordination.
