Data Center Civil Scope We Contract

• Mass excavation and grading: cut and fill campaigns from small colocation pads to campus-scale earthwork, compaction testing coordination at every lift
• Building and equipment pads: structural fill, subgrade preparation to slab tolerance, generator and substation pads
• Access and heavy-haul roads: permanent and construction-phase roads built for transformer, generator, and steel deliveries
• Site utilities: water, sewer, storm, and cooling water utility trenching and installation support
• Duct bank: trenching, conduit, spacers, concrete encasement, and backfill for power and fiber duct bank runs
• Laydown yards: cleared, graded, and surfaced contractor laydown and staging areas
• Erosion control and SWPPP: permit-compliant erosion and sediment control, inspections, and final stabilization

Delivery Model

Backwell superintendents, project managers, and lead operators run every site. We mobilize company-owned equipment for core scope and scale each project with leased iron, qualified regional subcontractors, and agency-placed field staff, all under Backwell supervision and a single contract. The builder gets one responsible party for the civil critical path, sized to the schedule rather than capped by a fixed fleet.

Upstate New York: Our Home Market

Backwell is headquartered in New York, where the Micron-driven regional buildout and a NYISO large-load interconnection queue of more than 11 GW are turning upstate New York into a national data center construction market. The same scope travels. For projects outside New York, we mobilize the same field leadership and delivery model to the project state, add leased production equipment and prequalified regional subcontractors, and run the package under one contract.

Schedule Position

The civil contractor owns the front of a data center schedule. Steel, electrical, and mechanical trades cannot start until pads are certified and roads carry loads, and long-lead equipment deliveries depend on heavy-haul routes being ready on the date the transport arrives. We build the civil schedule backward from those dates and report progress against it weekly.

Prevailing Wage Capability

Where a project carries Davis-Bacon or state prevailing wage requirements, Backwell runs certified payroll and pays the applicable county wage determinations. We run certified payroll on public work in New York today.
