Backwell is a civil site work general contractor headquartered in New York and contracting complete civil packages for battery energy storage projects: clearing and grubbing, subgrade preparation and structural fill, enclosure and transformer pads, fire apparatus access roads, conduit and grounding trenching, erosion control and SWPPP, and perimeter fence. Backwell superintendents, project managers, and lead operators run every site. We mobilize company-owned equipment for core scope and scale each project with leased iron, qualified regional subcontractors, and agency-placed field staff, all under Backwell supervision and a single contract. Concrete is subcontracted and managed by Backwell. Electrical scope is not part of our package.

The Civil Package We Contract

• Clearing and grubbing: tree and brush removal, stump grubbing, grinding or offsite disposal, topsoil stripping and stockpiling
• Grading and subgrade: cut and fill to design grade, proof rolling, undercut and replacement of unsuitable material, structural fill placed and compacted to the geotechnical specification, compaction testing coordination
• Enclosure and equipment pads: excavation, structural fill, aggregate base, and formwork coordination for battery enclosure slabs, inverter and transformer pads, and switchgear pads, with concrete subcontracted and managed by Backwell
• Access roads: permanent and temporary aggregate roads built to the fire apparatus access dimensions and surface load rating the authority having jurisdiction requires, geotextile and geogrid placement, turnarounds, culverts, and public road entrances
• Trenching and underground: DC and AC duct runs, conduit and grounding grid trenching, bedding and backfill, road crossings and bore coordination, water service and site drainage
• Erosion control and SWPPP: silt fence, check dams, sediment traps and basins, stabilized construction entrances, inspections and log maintenance, final stabilization with seed and mulch, permit closeout
• Fencing and site finish: perimeter security fence, gates, knox box and emergency access coordination, stone surfacing, and site restoration

We price the package as one scope under one contract. Owners, EPCs, and integrators get a single point of responsibility for the civil critical path instead of managing separate clearing, earthwork, and trenching subcontracts. Backwell does not perform electrical scope, so the civil package hands off a pad-ready, trench-ready, road-ready site to the electrical contractor.

Why Storage Civil Is Not Solar Civil

A battery energy storage facility puts the same civil disciplines on a fraction of the acreage, at much tighter tolerance, and under a fire code overlay that a solar array does not carry. Three differences drive the estimate:

• Pad tolerance and bearing: enclosures are heavy, closely spaced, and set on slabs or piers that will not tolerate differential settlement. Subgrade preparation, undercut, and engineered fill are a larger share of the package than on a solar site, and geotechnical testing is on the critical path
• Fire apparatus access: separation distances between enclosure groups, and access road width, turning radius, turnaround, and surface load rating, are set by the fire code and the hazard mitigation analysis rather than by construction convenience. The road layout is a permit condition, not a means and methods choice
• Compressed footprint, same permit burden: a storage site can disturb well over an acre on a parcel that looks small, which triggers the same construction stormwater permit, SWPPP, and inspection regime as a large array

Delivery Model

Backwell superintendents, project managers, and lead operators run every site. We mobilize company-owned equipment for core scope and scale each project with leased iron, qualified regional subcontractors, and agency-placed field staff, all under Backwell supervision and a single contract.

• Backwell field leadership on every project: superintendent, project manager, and lead operators are Backwell personnel
• Company-owned core fleet: excavators, dozers, haul trucks, and compaction equipment for the core scope
• Leased equipment at scale: production fleets sized to the earthwork volume and schedule
• Qualified regional subcontractors: prequalified firms for defined scopes including concrete, fencing, seeding, and hauling, managed by Backwell
• Agency-placed field staff: screened operators and laborers added under Backwell supervision when the schedule demands more hands
• One contract: the owner, EPC, or integrator holds a single agreement with Backwell for the full civil package

Compliance Scope We Carry

• Construction stormwater: coverage under the applicable state construction general permit, SWPPP implementation, control installation and maintenance, inspection logs, and closeout at final stabilization
• Contractor registration: Backwell is on the New York State Department of Labor public work contractor registry, required since December 30, 2024 of contractors and subcontractors performing public work and work covered by Article 8 of the Labor Law
• Certified payroll: state and Davis-Bacon certified payroll produced weekly where the project requires it, with classification and hour records retained in the format the owner requests
• Documentation: dated daily reports, quantity records, compaction test coordination, and photo documentation delivered on the owner's reporting cycle

What size storage projects do you take?

Distribution-connected retail storage sites through large bulk storage facilities. The delivery model scales by adding leased production equipment, subcontracted scopes, and agency-placed field staff under Backwell supervision, so crew count is sized to the schedule rather than capped by a fixed roster.

Do you take partial scopes?

Yes. The complete civil package is the core offer, but we also price standalone scopes such as access roads, pad subgrade and structural fill, trenching, or SWPPP where the owner has already let other portions.

Do you do the electrical work?

No. Backwell contracts civil scope only. We excavate and backfill the duct and grounding trenches, build the pads, and hand off a pad-ready and trench-ready site to the electrical contractor.

Do you do the concrete?

Concrete is subcontracted. Backwell carries it inside the civil package, manages the subcontractor, and remains the single responsible party to the owner for the pad scope.

Who supervises the work?

Backwell superintendents and project managers, on site, every day. Subcontractors and agency-placed staff work under Backwell field leadership, and the owner holds one contract with one responsible party.
