Basin and Range desert floor: broad alluvial basins between isolated fault block ranges such as the White Tanks, Estrellas, Gila Bend Mountains and Sierra Estrella, with long coalescing bajadas grading down to the Gila, Salt, Hassayampa and Agua Fria drainages. Valley floor soils are deep, calcareous, fine textured basin fill of the Gilman, Antho, Mohall, Trix, Laveen and Contine series, with Vint and Carrizo sands and gravels in the active wash bottoms and Estrella and Avondale soils on the Salt and Gila terraces. Upslope on the fan piedmonts you hit Gunsight, Cherioni, Tremant and Pinamt soils, which are gravelly, strongly calcareous and commonly underlain by a petrocalcic caliche pan within 10 to 40 inches. Drainage is ephemeral and sheet flow dominated: almost no perennial water, but wide braided washes and distributary fan flow that FEMA maps as Zone AO and unnumbered A across places like Arlington Valley and the Rainbow Valley area.
Clearing and grubbing is light in vegetation terms, mostly creosote, bursage, palo verde and saguaro, but the saguaro and protected native plant salvage requirement under the Arizona Native Plant Law is the real schedule item, not the biomass. Mass grading is generally favorable on the deep basin fill and cut and fill balances well, but on the piedmont fringes the caliche pan will stop a scraper and drive you to rippers, hoe rams or blasting, and it also governs pile refusal, so a geotech pile pull test up front is not optional. Access roads build cheaply out of pit run from the local washes, but wash crossings are the cost: sheet flow and distributary fan flow means low water crossings, armored dips and generous culvert sizing rather than a single main channel bridge. Trenching is easy in the loams and miserable through cemented horizons, so plan alternate cable routing or a rock trencher. Erosion control is a dust control problem first: Maricopa County is a PM10 nonattainment area, so an approved dust control plan, an Earth Moving permit and a dedicated water truck fleet are a hard requirement, and post grade stabilization means gravel mulch or tackifier, not seed alone.

Contractor licensing. Yes. Arizona requires a contractor license issued by the Arizona Registrar of Contractors (ROC). For commercial civil sitework the relevant classification is the commercial A General Engineering license, which covers fixed works, streets and roads, power and utility plants and related infrastructure, and which also carries the scopes of the A-4 through A-19 subclassifications including A-5, excavating, grading and oil surfacing. A contractor may alternatively hold a specific A subclassification such as A-5 rather than the full A. Licensure requires documented trade experience, passing the Business Management exam and the applicable trade exam, and a license bond.
Construction stormwater. AZPDES Construction General Permit (CGP) for Stormwater, issued by the Arizona Department of Environmental Quality (ADEQ). Coverage is required for construction disturbing one acre or more, or less than one acre if part of a larger common plan of development or sale, and it also covers temporary concrete, asphalt and material plants set up exclusively for the permitted project. The operator files a Notice of Intent with ADEQ certifying that a Stormwater Pollution Prevention Plan has been developed and will be followed. Prevailing wage. Federal Davis-Bacon prevailing wage and apprenticeship requirements apply through the Inflation Reduction Act to projects of 1 MW and larger that claim the full investment or production tax credit, so certified payroll is standard on utility-scale solar in Arizona. On top of that, Arizona has no state prevailing wage law for state or locally funded public works, and Arizona statute preempts local governments from adopting their own prevailing wage ordinances. In practice the wage determination governing an Arizona solar site comes from the federal IRA requirement or from the owner or EPC contract, not from a state schedule. Davis-Bacon also applies directly on federally funded or federally assisted work. For projects claiming the full ITC or PTC, Backwell produces Davis-Bacon certified payroll, pays the applicable wage determination, and supports apprenticeship labor-hour compliance.
