Wide, nearly flat alluvial valleys, the Santa Cruz Flats, Eloy and Casa Grande basins and the Florence and Coolidge reach of the Gila, ringed by small ranges: the Picacho, Sacaton, Silver Bell and Tortilla Mountains. This is farm converted desert with deep, fine textured basin fill and a heavy calcic and petrocalcic signature. The Casa Grande and Pinal series were both described here: Casa Grande soils are deep sandy loams over a clayey natric and calcic subsoil, and Pinal gravelly loam is shallow and sits directly on a cemented petrocalcic hardpan. Mohall, Trix, Laveen, Antho, Gilman, Sasabe and Vaiva soils fill in the rest of the valley floor and fan piedmont. Hydrology is ephemeral, with the Santa Cruz running only in storms and the Gila regulated upstream, but the dominant hydrologic issue is manmade: decades of groundwater overdraft have produced documented land subsidence and earth fissures across the Picacho, Eloy and Toltec basins, mapped by the Arizona Geological Survey.
Clearing is minimal on retired farmland, and the flat ground means very low earthwork quantities, which is the reason so many projects land here. The real risks are underground: the petrocalcic hardpan under Pinal and similar soils will refuse driven piles and blunt trencher teeth, and old farm infrastructure including irrigation laterals, buried concrete ditch, well casings, tile and abandoned drip mains has to be located and removed rather than graded over. Sodic subsoils in the Casa Grande and Mohall profiles disperse when wet, which shows up as slaking on cut slopes and poor stability in unlined channels, so lime or gravel armoring beats bare grade. Earth fissure mapping should be pulled from the Arizona Geological Survey before you site access roads and collection trenches, because a fissure will open under a haul road after the first big storm. Erosion control on flat ground is mostly sediment control at the perimeter and dust control on the haul roads, and re-establishing a vegetated cover on former cropland is slow because there is no native seed bank left.

Contractor licensing. Yes. Arizona requires a contractor license issued by the Arizona Registrar of Contractors (ROC). For commercial civil sitework the relevant classification is the commercial A General Engineering license, which covers fixed works, streets and roads, power and utility plants and related infrastructure, and which also carries the scopes of the A-4 through A-19 subclassifications including A-5, excavating, grading and oil surfacing. A contractor may alternatively hold a specific A subclassification such as A-5 rather than the full A. Licensure requires documented trade experience, passing the Business Management exam and the applicable trade exam, and a license bond.
Construction stormwater. AZPDES Construction General Permit (CGP) for Stormwater, issued by the Arizona Department of Environmental Quality (ADEQ). Coverage is required for construction disturbing one acre or more, or less than one acre if part of a larger common plan of development or sale, and it also covers temporary concrete, asphalt and material plants set up exclusively for the permitted project. The operator files a Notice of Intent with ADEQ certifying that a Stormwater Pollution Prevention Plan has been developed and will be followed. Prevailing wage. Federal Davis-Bacon prevailing wage and apprenticeship requirements apply through the Inflation Reduction Act to projects of 1 MW and larger that claim the full investment or production tax credit, so certified payroll is standard on utility-scale solar in Arizona. On top of that, Arizona has no state prevailing wage law for state or locally funded public works, and Arizona statute preempts local governments from adopting their own prevailing wage ordinances. In practice the wage determination governing an Arizona solar site comes from the federal IRA requirement or from the owner or EPC contract, not from a state schedule. Davis-Bacon also applies directly on federally funded or federally assisted work. For projects claiming the full ITC or PTC, Backwell produces Davis-Bacon certified payroll, pays the applicable wage determination, and supports apprenticeship labor-hour compliance.
