The town's plant serves the former village and a network that runs from Route 414 east to the west shore of Cayuga Lake. Properties outside the network use septic systems reviewed by the Seneca County Health Department.

Local Law 7 of 2021 covers properties within 250 feet of Seneca Lake, Cayuga Lake, the Seneca Cayuga Canal, the Erie Canal and the Clyde River. Those septic systems get a routine inspection every five years and a transfer inspection with pump-out on any change of ownership.

Yes. The county's minimum requirements say all design submissions need a New York State licensed engineer or registered architect stamp, with perc tests and deep hole tests. Three stamped plans are required.

The application updated February 12, 2026 lists $150 for a residential system, $250 for a standard commercial system and $750 for a complex commercial system.

Seneca Falls in two sentences

The Town of Seneca Falls runs a wastewater plant permitted for 3.5 million gallons per day, and its sewer network covers the former village and extends from Route 414 east to the west shore of Cayuga Lake. Lots outside that network need a septic system, and the Seneca County Health Department will only review plans that carry a New York licensed engineer's or registered architect's stamp, with real perc and deep hole results.

Designs are prepared and stamped by a New York licensed Professional Engineer (PE). Backwell coordinates the design, the Seneca County submittal, and the install.

The 250 foot rule on Cayuga Lake and the canal

Seneca County passed its Watershed Protection Law as Local Law 7 of 2021. It covers properties within 250 feet of Seneca Lake, Cayuga Lake, the Seneca Cayuga Canal, the Erie Canal and the Clyde River. In Seneca Falls that catches the Cayuga Lake shore and both banks of the canal through town. Those properties are on a routine septic inspection every five years, and any transfer of ownership triggers a property transfer inspection and a tank pump-out. The county's instruction sheet says the transfer inspection is valid for one year and counts as the routine inspection.

Next door in Fayette, a state environmental notice for the Cayuga Lake corridor sewer project reported that the law required all onsite systems within 250 feet of Cayuga Lake to be evaluated, and that multiple systems in the project area were in violation. Plans for new sewer districts in Fayette and Varick would send flow to the Seneca Falls plant. Until a main reaches a lot, the septic system has to work.

Soils in Seneca Falls

Seneca Falls sits at the outlet of Cayuga Lake on drumlins and outwash. Uplands are Honeoye silt loam, very deep and well drained, and Lima silt loam, moderately well drained. Outwash terraces carry Palmyra gravelly loam, well to somewhat excessively drained over stratified sand and gravel. The canal and river flats are Canandaigua silty clay loam and Wayland silt loam; the USDA lists Wayland as poorly to very poorly drained, in low and slackwater areas on flood plains.

The design follows the soil. Honeoye and Palmyra ground often supports a conventional field, though gravel that perks faster than one minute per inch is unsuitable under Appendix 75-A until it is blended with slower soil. Lima ground with water perched in spring leans toward a shallow trench system. Canandaigua and Wayland flats lean toward a raised system or a mound, as long as the high water stays at least a foot below the original surface and the ground is above the 10 year flood level.

How it works in Seneca Falls

  1. Send the address. Bedrooms, new or replacement, and whether the lot is within 250 feet of the lake or canal. Estimate in 1 hour.
  2. Perc tests and deep hole. Seneca County requires both on every design and says assumed perc results will not be accepted.
  3. Site plan. Wells, streams, ponds, lakes, drainage ditches, springs and stormwater ponds, plus the tax map ID.
  4. PE stamped plan. Residential systems designed to Appendix 75-A, three stamped sets.
  5. Seneca County review. Plans, application and the $150 residential fee to the Health and Senior Services Building, 2465 Bonadent Drive, Suite 3, Waterloo. The county reviews against state standards and the Seneca County Watershed Regulations.
  6. Install and certify. Before cover, the PE inspects the installation and certifies to the Health Department that it matches the approved plan.

What Seneca County checks

  • A New York licensed engineer or registered architect stamp on every design submission.
  • Real perc tests and deep hole tests, not results assumed from general soil knowledge.
  • Every water source on the site plan, including drainage ditches and stormwater ponds.
  • Appendix 75-A separation: field 100 feet from the lake, wells and streams; tank 50 feet.
  • Flows over 1,000 gallons per day referred to the 2014 DEC intermediate system design standards.

Seneca Falls problems and fixes

Canal-side house failed its five year inspection

A replacement plan goes to the county. On a tight canal lot, pressure distribution and an enhanced treatment unit can shrink the field where the code allows a length reduction.

Lake cottage going year-round

Design flow rises with bedrooms and full time use. A holding tank is not acceptable for long term year-round use under 75-A.

Wayland soils on the flats

Water near the surface rules out most fill systems. The design looks for higher ground on the parcel first.

Timeline

Testing and design, then county review, then the install and the PE certification. Septic businesses installing or repairing systems in Seneca County need a county business permit under Local Law 7 of 2021, and the county says all plans for new and repaired systems, including tank installs, must be reviewed and accepted before work starts.
