Not if the house is on the village sewer, which runs its own plant. Lots outside the village in Hastings are mostly on private septic.

Yes, until a sewer main is built and you connect. A 2025 state notice describes the district's properties as currently on private septic tanks that will be decommissioned when they connect.

Wet soils like Granby hold water within about a foot of the surface part of the year, short of the 4 feet a conventional field needs, so those lots get a raised bed or mound.

Yes. Appendix 75-A treats soil that percolates faster than 1 minute per inch as unsuitable unless it is blended with less permeable soil throughout the field area.

The Oswego County Health Department, Environmental Health Division, 70 Bunner St., Oswego. The design engineer submits four sets of plans and the review fee. The county engineer returns three sets with an approval or rejection letter and copies the letter to the owner and the Village of Central Square or Town of Hastings code enforcement officer.

The county fee schedule effective January 1, 2026 lists $125 for an individual onsite system and $250 for a commercial system, which the county applies to businesses and rentals.

Septic design in Central Square: the short answer

A septic design in Central Square is a stamped plan that shows the Oswego County Health Department your lot can treat wastewater in its own soil: where the test pits went, what the perc rates were, how deep the seasonal water sits, and what system fits. If your house is outside the village sewer and you are building, adding bedrooms or replacing a failed field, you need one.

The short answer: high sandy ground around Central Square often takes a conventional or shallow trench field, and the wet flats between the ridges push the design to a raised bed. Backwell coordinates the design, the health department submittal and the install as one job.

Sewer or septic in the Central Square area

The Village of Central Square runs its own treatment plant. A 2022 state permit notice lists the village plant discharging up to 0.45 million gallons per day of treated wastewater to Little Bay Creek,. A house on a village main needs no septic design.

Most of the surrounding Town of Hastings is a different story. In 2024 the town formed the South Central Sanitary Sewer District, and a 2025 state environmental notice says properties in that district currently use private septic tanks that would be decommissioned once they connect. Until a main is actually built past your lot, a failed system still needs an approved replacement design.

How a septic design works in Central Square

  1. Send the address and a few photos. Use the form below. Estimate in 1 hour.
  2. Confirm the lot needs septic. Check whether the lot is on the Village of Central Square sewer or inside the Town of Hastings South Central Sanitary Sewer District. A lot in a district where no main has been built yet still needs a working septic system today.
  3. Deep hole and perc tests. At least one test hole six feet deep at the leaching area and at least two perc tests per system, per Appendix 75-A. On the sandy rises south and west of the village the pit usually shows clean sand; in the flats it often shows gray mottling high in the profile, a sign of seasonal saturation.
  4. Design and stamp. Designs are prepared and stamped by a New York licensed Professional Engineer (PE), sized at a minimum of 110 gallons per day per bedroom for a new house.
  5. Oswego County plan review. Four sets of plans and the plan review fee go to the Oswego County Health Department, Environmental Health Division, 70 Bunner St., Oswego. The department engineer sends three sets back with a letter of approval or rejection, and a copy of that letter goes to you and to the Village of Central Square or Town of Hastings code enforcement officer.
  6. Building permit and install. With the approval letter in hand, the building permit is pulled through the village or town code enforcement office, depending on which side of the village line the lot sits. Backwell coordinates the excavation, tank, distribution box and absorption area and builds them to the approved plan.
  7. Final paperwork. For an alternative system such as a raised bed, mound or sand filter, state rule 10 NYCRR 75.5 has a design professional supervise construction and certify to the health department that it matches the approved plans.

Soils and seasonal water around Central Square

Central Square sits on the sandy lake plain left by Glacial Lake Iroquois between Oneida Lake and Lake Ontario. On the higher ground the common soils are Colonie loamy sand and Elnora loamy fine sand. The USDA describes Colonie as well drained to excessively drained, with high to very high conductivity.

The low ground is where designs get harder. Granby loamy fine sand fills the wet flats, and the official description puts its seasonal high water table anywhere from about a foot above the surface to about a foot below it in normal years. You cannot fit a 4 foot conventional profile into that, so those lots go to a raised bed or a mound built on imported sand.

What the health department checks

Oswego County reviews septic plans itself, at its Environmental Health Division in Oswego. The state sets the floor in Appendix 75-A; a local health department may adopt stricter standards, but not looser ones without a state waiver. On a lot in Central Square the review comes down to a handful of measured items:

  • Conventional trench field: at least 4 feet of useable soil above rock, tight soil and the high seasonal groundwater, with the highest groundwater at least 2 feet below the trench bottom.
  • Soil that percolates faster than 1 minute per inch is not acceptable for a subsurface system unless it is blended with less permeable soil across the whole field area.
  • 100 feet from an absorption field to a well or suction line, 200 feet if the field sits upgrade and in the drainage path to the well, and 50 feet from the septic tank to a well.
  • 20 feet from the absorption field to the house, 10 feet to the property line, and 10 feet from the septic tank to the house.

Common Central Square site problems and the design fix

Lot sits in the wet flats between sand ridges

The pit shows mottled gray sand 12 to 18 inches down, too wet for trenches, which need groundwater 2 feet below the trench bottom. With at least 1 foot of original soil and groundwater at least 1 foot down, the PE designs a dosed raised system in 5 to 30 minute per inch fill with a 20 foot minimum taper.

Sand so fast it fails the other way

Some ridge sand percolates faster than 1 minute per inch, which Appendix 75-A calls unsuitable unless blended with less permeable soil across the field. The design specifies the blend or moves the field.

What it costs

Published county fees, effective January 1, 2026: $125 for the Oswego County Health Department to review plans for one home and $250 for a commercial system, a category the county applies to businesses and rentals. Selling a house? The county lists a 4 day septic dye test with written results at $230.

Design and install are priced together in writing for your lot. Lots on the dry sand ridges near Central Square usually need no imported fill, while a raised bed in the flats adds trucked-in sand, tapers and a pump chamber.

Grant money: Oswego County runs the state Septic System Replacement Fund. Its application says eligible projects can be reimbursed up to 50 percent with a $10,000 maximum, design costs at 50 percent up to $3,000, and every replacement must be county approved, engineer designed and covered by a local building permit. The state priority waters for Oswego County are the central and eastern Lake Ontario shoreline and the upper Little Sandy Creek and its tributaries.

Timeline

Frozen or flooded ground slows test pits, and county review starts when the four plan sets and the $125 fee arrive in Oswego.

A raised bed built with fill other than clean granular sand or sandy loam must settle at least six months, including one freeze and thaw cycle, before the trenches go in; clean sand can be compacted in shallow lifts instead. The schedule comes with the written price.
