What a septic design and install in Herkimer includes.
The NYSDOH Herkimer District Office is at 5665 State Route 5, Herkimer, and covers Fulton, Herkimer and Montgomery Counties.
Herkimer County runs a county sewer district with a treatment plant and a Frankfort pump station. A house that pays a sewer bill is on public sewer; outlying homes are on private septic.
A soil series described in the Town of Schuyler: very deep, well drained alluvium from dark calcareous shale on alluvial fans where side streams enter the major valleys.
Not below the 10 year flood level and not within 100 feet of the river at the mean high water mark.
Herkimer County Public Health refers environmental health to the NYSDOH Herkimer District Office, 5665 State Route 5, Herkimer. Under 10 NYCRR 75.5, raised bed, mound and sand filter plans need health department approval before construction, and every design must come from a design professional.
Herkimer County participates in the State Septic System Replacement Fund, which reimburses up to 50 percent of eligible costs with a $10,000 cap for properties in DEC and DOH priority areas.
Septic design in Herkimer: the short answer
Herkimer is where West Canada Creek reaches the Mohawk. The village is the county seat, and the NYSDOH Herkimer District Office that covers environmental health for Herkimer, Fulton and Montgomery Counties is on State Route 5 right here. Outside public sewer, a new house or a failed system needs a PE stamped septic design.
Short answer: river flats bring flood and groundwater limits, the creek fans have deep well drained soil, and the hillsides have shale close to the surface. The test pits decide which applies to your lot.
Sewer or septic in the Herkimer area
Herkimer County operates a county sewer district. The county legislature's July 2026 minutes record a public hearing on improvements to the district's wastewater treatment plant and Frankfort pump station to extend their life and meet anticipated future discharge limits, and emergency sludge pump repairs at the Mohawk facility. If your house pays a sewer bill, it is on public sewer and needs no septic design.
This page is for the hill roads and outlying parts of the Town of Herkimer and its neighbors, where homes rely on private systems.
How a septic design works in Herkimer
- Send the address and a few photos. Use the form below. Estimate in 1 hour, design and install in one written price.
- Confirm the lot needs septic. A sewer bill means public sewer. No sewer bill, plan on septic.
- Deep hole and perc tests. Appendix 75-A requires at least one test hole at least six feet deep at the proposed leaching area and at least two percolation tests per system. Fan and terrace pits often show deep gravelly silt loam; hillside pits can hit dark shale.
- Design and stamp. Designs are prepared and stamped by a New York licensed Professional Engineer (PE), with new homes sized at 110 gallons per day per bedroom or more.
- State review for alternative systems. The state's Herkimer District Office is at 5665 State Route 5, Herkimer. Under 10 NYCRR 75.5, raised, mound and sand filter plans need approval from the health department with jurisdiction before construction.
- Building permit. The building permit comes from the code enforcement office for the village or town where the lot sits. Bring the stamped design to that office with the permit application.
- Install and certify. Backwell coordinates the excavation and builds to the approved plan. An alternative system gets design professional supervision and a written certification to the health department.
Soils and seasonal water around Herkimer
The Herkimer soil series was described from a site in the Town of Schuyler in Herkimer County. The USDA describes it as very deep, well drained or moderately well drained soil formed in old alluvium dominated by dark calcareous shale, on alluvial fans where side streams from dark shale country enter major valleys. Fan soils like that are some of the better septic ground in the valley.
On the valley sides, Mohawk soils formed in till on till plains and dissected plateaus, well drained; Palatine soils, their moderately deep associates, have shale bedrock at 20 to 40 inches. Ilion soils, poorly drained and in depressions, round out the set. A Palatine lot often lacks 4 feet of useable soil above the shale.
What the health department checks
Herkimer County Public Health lists the New York State Department of Health Environmental Unit as its partner for environmental health, and the state's Herkimer District Office serves Fulton, Herkimer and Montgomery Counties. The design rules are Appendix 75-A. For Herkimer these are the items that move the design:
- No absorption system in ground lower than the 10 year flood level, and no field on slopes steeper than 15 percent.
- Conventional trench field: at least 4 feet of useable soil above rock, tight soil and the high seasonal groundwater, with the highest groundwater at least 2 feet below the trench bottom.
- Mound: high groundwater at least 1 foot down, bedrock at least 2 feet down, native soil faster than 120 minutes per inch, slope no more than 12 percent, pressure distribution, and an absorption area no wider than 20 feet.
- 100 feet from an absorption field to a well or suction line, 200 feet if the field sits upgrade and in the drainage path to the well, and 50 feet from the septic tank to a well.
Common Herkimer site problems and the design fix
Valley flat near the Mohawk or West Canada Creek
No field below the 10 year flood level and none within 100 feet of the water. The design moves to higher ground on the lot or up onto a mound.
Shale at 20 to 40 inches
On Palatine soil the rock limits trench depth. Shallow trenches work with 2 to 4 feet of useable soil; with bedrock at least 2 feet down a mound is the next option.
Wet depression on Ilion soil
Poorly drained ground needs a raised bed or mound, and only if high groundwater is at least a foot below the surface.
What it costs
We did not find a published state plan review fee for one house in Herkimer County, so none is quoted. Building permit fees come from your local code office.
Design and install are priced together in writing for the lot. Fan and terrace lots often take gravity trenches; shale hillsides and flats usually need fill.
Grant money: Herkimer County takes part in the State Septic System Replacement Fund, which reimburses property owners up to 50 percent of eligible costs with a $10,000 maximum in priority areas set by DEC and DOH. The state list for Herkimer County includes the lower Steele Creek and its tributaries, the upper Moyer Creek, the middle East Canada Creek, the middle Spruce Creek, the upper West Canada Creek and Hinckley Reservoir, along with many Adirondack lakes in the north of the county.
Timeline
Testing, PE design, state review at the Herkimer District Office for any alternative system, local building permit, install, then the design professional's certification for alternative systems.
Raised beds with finer fill must settle six months through a freeze and thaw cycle. The schedule is in the written price.
