The town code requires use of public sewers where they serve. Properties not on a sewer line use septic systems designed to Appendix 75-A.

Yes, if the property is within 250 feet of the Lake Ontario shoreline. The Wayne County SWCD reimburses up to 50 percent of eligible costs, up to $10,000, and requires a stamped engineered design.

A dense subsoil layer that water moves through slowly or very slowly. Williamson silt loam has one. Appendix 75-A counts usable soil above restrictive layers, so a shallow fragipan often means a shallow trench or raised system.

The 2026 NYSDOH environmental health directory lists the Geneva District Office, (315) 789-3030, for Ontario, Wayne and Yates counties.

100 feet under Appendix 75-A Table 2, or 200 feet if the system is uphill and in the direct path of drainage to the well.

Yes. The SWCD program page says the engineer's cost is reimbursable. Permit fees and sales tax are not.

Williamson in two sentences

The Town of Williamson's code has an article requiring use of public sewers where they serve, so homes on a sewer line connect. Everywhere else, from the orchard roads to the Lake Ontario shore at Pultneyville, a house runs on its own septic system, designed to 10 NYCRR Appendix 75-A.

Designs are prepared and stamped by a New York licensed Professional Engineer (PE). Backwell coordinates the design, the local submittal, and the install.

Fruit belt soils

Williamson's drumlins carry Ontario loam, which the USDA describes as deep or very deep and well drained, formed in till influenced by limestone and sandstone, and Sodus gravelly loam, deep and well drained but slowly permeable in firm basal till. On the lake plain, Williamson silt loam is a deep, moderately well drained soil with a fragipan, formed in silty or very fine sandy lake or wind deposits; permeability is moderate above the fragipan and slow or very slow in it. The low ground between ridges is Canandaigua silty clay loam and Lyons silt loam, poorly to very poorly drained.

A fragipan is a dense layer that water does not move through well, so the usable soil above it is often less than four feet. That points a Williamson silt loam lot toward a shallow trench system, with at least two feet between the trench bottom and the restrictive layer, or a raised system where the usable depth is only one to two feet. Ontario loam drumlins are the best ground in town for a conventional field. Rural lots here rely on private wells, and every field holds 100 feet from them.

Lake Ontario shoreline lots

The Wayne County Soil and Water Conservation District runs the state Septic System Replacement program locally, and in Wayne County only properties within 250 feet of the Lake Ontario shoreline are eligible. The program reimburses up to 50 percent of eligible costs, to a maximum of $10,000. Every applicant needs a stamped engineered design, and the engineer's cost is reimbursable. The district also asks for documentation of the problem, such as a failed inspection or a letter from a code enforcement officer or building inspector, plus a final inspection by the project engineer or the town Code Enforcement Officer.

How it works in Williamson

  1. Address and plan. Bedrooms, shoreline or inland, new or replacement. Estimate in 1 hour.
  2. Perc tests and deep hole. At least two perc tests and a six foot hole. On Williamson silt loam the hole shows where the fragipan starts.
  3. PE stamped plan. System type from the soil data; for grant projects, the stamped design the district requires.
  4. Town permit. Building permit through the Town of Williamson code office.
  5. Install. To Appendix 75-A.
  6. Final inspection. By the project engineer or the Code Enforcement Officer, which also satisfies the grant's final inspection step.

What gets checked

  • Usable soil above the fragipan, bedrock or seasonal high water against the system type.
  • Field 100 feet from wells and the lake; tank 50 feet from both.
  • 200 feet to a well when the system is uphill and in the direct path of drainage to it.
  • Water softener backwash and roof or footing drainage kept out of the system.

Williamson problems and fixes

Fragipan at 18 inches

A shallow trench system needs two feet of separation, so this depth usually means a raised system built in fill with dosing or pressure distribution.

Lake cottage with a failing system

Inside 250 feet of the shore, the SWCD program can cover up to half the eligible cost. The stamped design and the failure documentation go in with the application.

Rural lot with several wells nearby

Every well on the lot and adjacent lots goes on the plan. The field location is set by those distances first.

Timeline

Testing and design, town permit, install, final inspection. For grant projects, the district reviews the initial application before work, and reimbursement follows completion and the final paperwork.
