It depends on the district. Bridgeport has a sewer district, Poolsbrooke flows to the Chittenango plant, and the Bridgeport Extension No. 1 is planned for the shore between Bridgeport and Lakeport plus Ladd Drive and Midlake Meadows Drive. Other lots use septic.

A planned low pressure sewer with a grinder pump at each property, serving lakeshore areas between Bridgeport and Lakeport and Ladd Drive and Midlake Meadows Drive. Flow goes through the West Sullivan Pump Station to the East Oneida Lake plant in Sylvan Beach. The town issued a SEQR negative declaration in May 2026.

Town of Sullivan Building and Codes at Town Hall, 7507 Lakeport Road, Chittenango. The town has separate Septic System Permit and Sewer Hookup Permit forms.

No. Martisco soil near the lake is very poorly drained muck over marl. The design puts the field on mineral soil elsewhere on the lot or uses a raised or mound system.

Backwell coordinates the job. Designs are prepared and stamped by a New York licensed Professional Engineer (PE).

Sewer or septic in Sullivan? Check this first

Sullivan is a big, growing town. It had 15,339 residents and 6,209 housing units in 2010, and the county hazard plan notes farming declining while home building rises. Sewer has followed some of that growth and not the rest:

  • Bridgeport Sewer District. An existing district around the hamlet of Bridgeport, on Route 31 at Chittenango Creek.
  • Bridgeport Sewer District Extension No. 1. Planned to carry that sewer along the lakeshore between Bridgeport and Lakeport and to Ladd Drive and Midlake Meadows Drive south of Route 31. It is a low pressure system with a grinder pump at each property. Flow goes through the West Sullivan Pump Station, which gets a new equalization tank, to the East Oneida Lake plant in Sylvan Beach. The town issued a negative declaration under SEQR (Environmental Notice Bulletin, May 27, 2026).
  • Poolsbrooke Sewer District. An outside user of the Village of Chittenango plant.

If your lot is outside these districts, or the extension has not reached it, you need a septic design. The Town of Sullivan keeps a Septic System Permit and a Sewer Hookup Permit as separate forms, so the first question is always which one applies. Designs are prepared and stamped by a New York licensed Professional Engineer (PE), and Backwell coordinates the testing, permit and install.

Sullivan soils, lakeshore to the hills

The town runs from the Oneida Lake shore, with Chittenango Creek on its northwest edge, up to the hills south of Chittenango. USDA soil data for a town sample ranks Honeoye, Martisco, Lairdsville, Cazenovia, Odessa and Niagara at the top, with about 76 percent rated Very limited for absorption fields. Near the lake the leaders change to Martisco, Odessa, Niagara and Appleton.

  • Martisco is very poorly drained: 8 to 16 inches of muck over marl, with frequent flooding in some areas. It cannot carry a leach field. On a lot with Martisco ground, the design is about finding the part of the parcel that is not Martisco.
  • Odessa is red lake clay, somewhat poorly drained, slow below.
  • Niagara is somewhat poorly drained silty lake soil.
  • Honeoye, on the upland, is well drained limy till with bedrock deeper than 60 inches. These are the lots where a conventional trench can work.
  • Lairdsville has bedrock at 20 to 40 inches.

Appendix 75-A asks for 4 feet of usable soil for a conventional field. Uplands on Honeoye can meet it. The lake plain usually cannot.

Steps for a Sullivan septic permit

  1. Send the address. We check the sewer district first. Estimate in 1 hour.
  2. Deep hole and perc tests. At least one 6 foot pit and at least two perc tests. Madison County Public Health lists observing these tests among its services.
  3. Design. Tank and field sized by bedrooms, with a 1,000 gallon tank minimum for 1 to 3 bedrooms.
  4. Town permit. Filed with Sullivan Building and Codes at Town Hall, 7507 Lakeport Road, Chittenango. The office is open Monday to Friday, 9 to 4:30.
  5. County review if needed. Raised, mound and other alternative designs go to Madison County Public Health in Wampsville at least 30 days before construction, with 2 plan sets and $125.
  6. Install. Backwell builds to the approved plan.

What it costs

Published fees are the county's $125 alternative system review and the town's permit. Construction cost follows the soil. A trench on Honeoye upland and a mound on Niagara near Lakeport are different jobs, so the written price comes after we see the address and any test data. Estimate in 1 hour.

The Madison County septic replacement grant covers Cazenovia Lake, its tributaries and the upper Canastota Creek. Oneida Lake frontage in Sullivan is not on the state list for the county program.

Problems we solve in Sullivan

Waiting on sewer

If the Bridgeport extension is coming to your street, a full new field may not make sense. A repair design or a holding tank design can bridge the gap; see holding tank design.

Wet lakeshore lot

Odessa and Niagara soils hold water. Raised beds and mounds are the usual answer; see lakefront septic design.

Muck pockets

Martisco ground is ruled out. The site plan maps it and puts the field on mineral soil. See wet yard and wetland septic.

Where in Sullivan this applies

Sullivan has a long list of hamlets and named corners. On the lake: Lakeport, on Oneida Lake and Route 31, Bridgeport at Chittenango Creek, Lake Oneida Beach West, Oneida Lake Beach West and Messenger Bay. Inland: North Chittenango, Chittenango Springs, Bolivar, Blakeslea, Fyler Settlement, Sullivan, Eaton Corners, Peck Corner, Weaver Corner, Gees Corner and East Boston. Lakeshore parcels deal with clay, muck and the 100 foot water setback. Inland parcels on the Honeoye uplands are more often a straight soil depth question, and the deep hole answers it.

Timeline

Tests take a day. Alternative designs need the county 30 days before construction. Raised system fill must settle six months through a freeze and thaw unless it is granular sand or sandy loam compacted in lifts. Installation is days.
